Harare, (New Ziana) – The City of Harare has finally secured a permanent chamber secretary after years of interim arrangements, following the appointment of lawyer Warren Chiwawa.
Chiwawa’s appointment was confirmed by the Local Government Board (LGB) in terms of Section 137(2) of the Urban Councils Act.
In addition to his role as chamber secretary, he will also serve as the city’s town clerk, making him both the chief legal adviser and the top administrative officer of the capital.
He takes over from the director of water, Mabhena Moyo, who had been holding the position in an acting capacity. The last substantive town clerk was Hosiah Chisango, who was dismissed last year on corruption charges after serving the city for more than three decades.
Announcing the appointment, Harare Mayor Jacob Mafume said the law allows the chamber secretary to also serve as town clerk, though Chiwawa may later decide to appoint a separate town clerk once he has settled into his new responsibilities.
“We will be notified of his decision since he is now Harare’s chief legal adviser. He can provide for the appointment of a town clerk or occupy the post himself,” Mafume noted.
As chamber secretary, Chiwawa will be the custodian of council records, ensuring compliance with legal frameworks and safeguarding the integrity of council proceedings.
His appointment also ends a long vacancy in the chamber secretary’s office, which has been without a substantive holder since Josephine Ncube left in 2018.
